The text below is about the editing of the human genome and what it asks of our idea of being human. Read carefully and answer Questions 16–22 in the Question Booklet.

Genetic enhancement has crossed from speculation into prospect for two reasons. The first is the precision of the new editors, which can alter a single letter among three billion and so promise to strike a heritable disease from a bloodline without the scatter of the older tools. The second is the commercial gravity of the unwell, by which a family facing a fatal inheritance will mortgage a future for the chance the technology offers, and so pull the research across the threshold that caution alone could not defend.

Bioethicists warn that the threshold, once crossed, slopes away from them. Individual edits, however medically warranted, accumulate into a catalogue of traits the well might choose for the well, and the line between the therapy that relieves and the enhancement that ranks is drawn in the sand of a market that erases it. The principled course, of course, is to permit the one and forbid the other, though the prohibition presupposes a consensus that the partisans of enhancement are organised to erode.

Permitting therapy and forbidding enhancement alone, however, may not hold the line. The distinction dissolves the moment a therapy lifts an ordinary function above the ordinary range, and the strength that cured a wasting disease becomes the strength that wins a race. Unless the boundary is policed by a standard the market cannot renegotiate, the principled course merely delays the auction of the human it was meant to protect.

The first generation of the enhanced, Dr Vasanthi argued, will be the most ambivalent pioneers. They will live as the experiment that proved the safety their designers could only model, and the late-onset harm the trials never lasted long enough to find will find them in the prime the edit was meant to secure. They bear the risk of a benefit they did not consent to, and the autonomy the technology honours in the parent is denied to the child it reshapes.

The unenhanced of that generation, Gerald countered, inherit a more categorical exclusion. They will enter a world in which the competition was rerun before they were born, and the discipline and the effort that once could close a gap will be powerless against an advantage written into the germline of a rival. For them, genetic enhancement is implicated in a biological foreclosing of merit, a slow hardening of fortune into inheritance of the most literal kind, until the society that once promised that the prize would go to the diligent quietly concedes that the prize was awarded at conception.

One measure is the international moratorium on heritable edits, binding the signatory nations to a pause while the science and the ethics are weighed. The moratorium keeps the worst experiments off the table and gives the cautious a veto the market cannot override. Yet it binds only the signatories, and the non-signatory jurisdiction simply opens its door to the wealthy who can travel, so the moratorium holds the line at home and lets it be crossed abroad.

Another measure is the public registry of every edit performed, open to scrutiny and tied to the licence of the clinic. The registry deters the reckless and lets the regulator trace a harm back to its source. But the registry records the edit and not the intent, and the enhancement dressed as a therapy is entered into the ledger as a cure the auditor is not qualified to dispute.

Finally, some nations have funded the therapy through the public purse so that the relief is not rationed by wealth. The funding democratises the cure and removes the immediate incentive to buy the edge the rich alone could afford. However, the funding covers therapy and stops at enhancement, and the moment the public queue is longer than the private clinic, the wealthy purchase the very edge the public system was forbidden to provide.
